Most labs performing COC paternity tests hold one or more accreditations or certifications that reflect their proficiency in various aspects of the testing process. In the United States, the most widely recognized accreditation program specific for paternity testing laboratories is that established and administered by AABB. Through regular inspections-or assessments-AABB ensures that the policies, processes, and procedures in place at its accredited labs adhere to AABB's published Standards for Relationship Testing Laboratories, which govern quality control and quality assurance in COC paternity testing. These Standards encompass the qualifications and training of staff, procedures for sample identification and chain-of-custody, technical proficiency in DNA sample analysis and data interpretation, validation of tests and instrumentation, and handling of incidents, errors, accidents, among other issues. AABB is approved by the U.S. Secretary of Health and Human Services as a body whose accreditation, in most states, qualifies a laboratory to perform chain-of-custody paternity testing for civil court cases (largely family law matters).

If test results may potentially be presented as evidence in civil matters to any government entity-including family courts, the IRS, U.S. Citizenship and Immigration Services (USCIS), Social Security Administration (SSA), and the U.S. military-or other official tribunal such as an Indian tribal council, then tested parties are advised to obtain a COC test and to ensure that the testing laboratory is AABB-accredited. In so doing, participants can be confident that their results are trustworthy, defensible in a court of law, and unlikely to face judicial challenge or rejection. Moreover, because sample identification and chain-of-custody is vigorously documented and maintained throughout the testing process, test participants may be protected and have legal recourse against the lab in the event of a lab error. While some paternity testing labs hold other accreditations that may provide additional assurance of reliability, AABB accreditation is considered the gold standard in the industry. In the State of New York, paternity tests must be ordered by a court or physician and performed only by laboratories certified by the New York State Department of Health. Most, if not all, of these laboratories are also AABB-accredited. As one might expect for paternity tests that must comply with strict regulatory requirements, COC tests performed by AABB-accredited labs are not only the most trustworthy, they are also the most expensive, typically ranging from $400 to $600.

Because the outcome of a DNA paternity test can completely change the course of a life-sometimes many lives-I believe that the highest priority of those seeking a paternity test should be obtaining a test that they can trust, even if that means spending up to $500 for a COC test as described above. Every start-up needs to scale operations, especially development, at some point of time. However, they face many challenges such as

1. Availability of required skill set in the local geography to the build the right R&D.

3. Additional funds requirement to scale-up infrastructure to match with the team expansion.

4. Founder management getting swamped with operational issues due to increased team size while they need to focus more on technology, raising funds and new customer acquisition.

What are the options available to a start-up to get out of this tough spot and manage growth without having to invest significant $$s? Outsourcing to an offshore location is a viable option since there are geographies, like India/China, where talented manpower is available at a relatively lower cost.

Outsourcing sounds simple but may not be easy to execute. Standard outsourcing models present their own challenges to the start-up. Let's take a look at the options available:

1) Time and Material based contract: The offshore company provides you with a team for fixed duration and charges on a MM basis. While this model is good for established companies outsourcing peripheral developments, for a start-up the issues faced are:

a) Your intellectual property is being shared with engineers who will not stay with you over extended period. Once the T&M contract is done, there is no assurance that the same team will be available to you for extended work.

b) The offshore partner will possibly rotate engineers between various customers depending on their business needs. The engineers carry your residual IP with them when moving to next project, which could be with one of your competitors.

c) Offshore partners typically have high attrition rate. You can loose critical resources midway in the project.

d) As a start-up, your objective is to build a strong development team which stays with you for an extended period of time, continuously enhancing the IPR created. This objective is not met by T&M contracts

2) Fixed price contract: You define a statement of work (SoW) and the offshore partner executes the same with a lump sum price. Again the model works for established companies which can carve out a clear, unambiguous SoW and then invite bids from several partners. It fails for start-ups for the following reason:

a) Start-ups have to work in a reactive mode in early years. A critical requirement from that first customer must have higher priority than the long term roadmap. Hence, it is kind of impossible for you to carve out a SoW in concrete and use the same for awarding fixed price contract

b) Just like T&M projects above, you are taking a very high risk by exposing your intellectual property to employees of offshore partner. Remember that your IPR is possibly your only differentiation in the early years as start-up.

c) Creating a SoW is not a trivial job. Drafting one takes quite some time and it has to be fairly complete so that there are no gaping holes when deliverables arrive. A start-up management has to spend lot of effort in making SoW. This is really not-so-productive work for a founder of a start-up as it is neither leading to new customer acquisition nor raising of additional funds, the two most critical activities required to make a start-up sustain early years.

d) More often than desired, the deliverables from a fixed price contract do not match the expectation of the customers. There are always some gaps and mostly because of differences in understanding and even minor change in specifications. You as a start-up can not afford this to happen as for you time to market is most critical.

So what are your options? You do want to outsource but which is the best business model to adopt. Lately a new model has evolved the Build-Operate-Transfer (BOT) model. The BOT model is really cut out for start-ups more than established players. Here is how it works:

1) Offshore partner BUILDs a 100% dedicated team of qualified engineers as per the start-up requirement. Note that the team is not selected from an existing pool of resources but typically "hired fresh" for the start-up work. Every candidate is prescreened by start-up management. Team size is typically 4-8 people but could be more.

2) The offshore partner OPERATEs this team for a designated, pre-agreed upon period. Basically the offshore partner will provide complete infrastructure, admin, HR, payroll and other benefits to the team while they get working directions from the founders at the start-up end. So basically you get a 100% dedicated "virtual" team managed FOR you at an offshore location.

3) The offshore partner will TRANSFER the team to start-ups own offshore entity as and when latter secures funding to expand. The offshore partner actually facilitates setting up direct operation for its customer (govt. clearance etc.) and then moves the entire development team to this new outfit.

The BOT model clearly meets the "outsourcing pre-requisites" for a startup. Just to summarize:
- Your intellectual property stays with you all the time. It is shared only with employees who are on your payroll, indirectly first and directly at a later point of time.
- You have a fully functional offshore team but do not take any long term liability. You do not spend capex in building infrastructure etc.
- No need to spend precious time on creating SoW or detailed specs. Since the offshore team is functionally reporting to you, you can decide upon priorities as per your business needs.
- As a founder, you save precious time by not getting bogged down by admin, HR or payroll issues. Your offshore partner is taking care of all that. You just focus on proving your business model and being successful.

Then I review the information supplied by the client and make specific inquiries relating to accounting policies, record keeping and accounting practices, actions of the Board of Directors, and changes in business activities. The specific inquiries required to perform a review should address the following areas: related party transactions; accounting policies, problems, and areas of greater risk; uncertainties, contingent, current and long-term liabilities and assets; qualifications of accounting personnel and division of accounting duties; inventory; any departures from GAAP; revenues, expenses, accounts receivable, cash and equity accounts, and investments; and property, plant, and equipment assets and liabilities.

As a Certified Public Accountant I must obtain a reasonable basis for expressing limited assurance about the nature of the financial statements. This means I will apply various analytical procedures to identify unusual items or trends in the statements that may need explanation. If any material errors or misstatements are noted, then I will discuss these items with the organization's management for clarification or adjustments to the financial statements.

Upon completion of a review, I will issue a report that provides limited assurance that the reviewed statements are free of material misstatements or false/missing information and are found to be accurate, complete and fairly presented to meet the requirements of the US GAAP. Since the statements were reviewed and not audited, no opinion about their nature is expressed. The report also notes that the financial documents are a representation of management.

The Birthday Treasure Hunt...

Make a Birthday (or any reason for a gift) into a fun time for all……

First the short, simple version:- Put a clue in a Birthday card that leads to another clue, then another clue, until eventually they find the gift..just like a real treasure hunt.
For the finer points ..read on…

For many years I have not GIVEN Birthday or Christmas presents to my children, instead they receive their Celebration card and in the card is a simple clue written on a piece of paper. (Depending on the age and ability of the birthday child would depend on the clue they receive).

The general idea is to play treasure hunt on whatever scale you feel the recipient can manage...E.g. Young children from 4 to 10 would probably be restricted to the house and garden. Teenagers may like to travel to local malls or shops..for adults unless you have a rocket to play with ..the world is big enough!!

This Idea works like this.

Get a piece of paper and a marker pen and think of areas where you could put a clue that will direct them to another clue....e.g.. Clue--- “Where does Buzz light year go when the play room is tidy?” The answer is "the toy box" When they figure that out, tell them there is another clue in the toy box. They now go to the toy box and find a clue (may be fixed to Buzz Lightyear) it could say "where do you store your bike??" The answer could well be the shed or garage...so the child goes to the shed or where ever the bike is stored and there, fixed to the bike, is another clue.

The Treasure hunter will enjoy this much more than just getting the present given to them. Try it yourself( do a dummy run with your partner and see what fun it is).I suggest making the treasure hunter work a bit, so why not put the first clue down stairs and the second one up stairs and then the third one in the garage..think of two places a long way from each other then watch and enjoy as your treasure hunter runs around the place looking for the next clue!

After four of 5 clues (or more if you like, sometimes a clue could send them to the fridge for an Ice cream..then they find a clue fixed to the ice cream!). They eventually find the present that you may have hidden in a draw or under the settee.
Some clues can be tricky so you may have to give hints or tips. This could take the form of the game “charades” where you can give a clue, but you can’t speak, you only give signs.

Writing the clue is especially suited to personal family jokes or Information i.e. Clue:- “This is where the item that Granny broke last Christmas used to be”....may be she broke the vase on the fireplace, so they go to the fireplace where the vase used to be and find a clue there. (for an adult version, I guess you could hide the clues about your person! I shall say no more on that!!)

There are many variations on this simple Idea, for example... for teenagers this can be made into your major party game. Your clues could suggest they go to a few local shops or places of interest. The way that works is to select the places you think would be good to visit (may be you know the shopkeeper or assistant there) and deposit a clue in a brightly coloured envelope with the shopkeeper or assistant at each place. When preparing for the treasure hunt, just go to the selected place and explain you have a treasure hunt for a party game and would they mind if the their establishment was a place for a clue to be kept? (I find giving the assistant a few bucks as a tip is a good way to get it two work smoothly).
If the assistant agrees check they know what your treasure hunter looks like and give them a password that the treasure hunter must say before they receive the clue envelope. Tell them an approximate time (and day) that your treasure hunter should arrive. When the treasure hunter arrives they ask for the password (which was on the previous clue), if it is correct handover the clue. Once, in a candy shop, I pre paid for six packets of candy, this way, when my lad and his mates came in, they got a packet of candy as well as the clue...

As for the clues themselves write them in big letters on a sheet of A4 or A5 as you may have quite a few people in the treasure hunt party all wanting to read the same clue. The bigger and brighter the envelope you put the clue in , the better! (I tend to keep all the envelopes the same size and colour, this helps with continuity and is an assurance they are getting the correct envelope). You can make the treasure hunters work out the location of the next clue with a word game. An anogram of GOD has the clue under their food bowl…

You can really put some work in and bury a clue in a box or a bag, may be in the garden or even a public place like a beach or under some stones in a park. The places to hide the clues are endless..as the envelope has no value as such they should not be stolen if you hide them well.

How do they get around?/ they could all be on their bikes or you can say you will be the driver..that way you can enjoy the fun, they get to be the back seat driver and keep you can an eye on them all.

Installing the Corner Bead

After you have hung the walls and ceilings you will need to install the corner bead. Make sure you put the sheetrock inside all the windows and the outlets are all cut out. Rasping the edges and corners off all the hung sheetrock will make installing easier.

Corner Bead

There are two types that come in various lengths:

1 - Bull Nose
2 - Standard Square

There are two types of material for the two types:

1 - plastic
2 - metal

There is no difference in how to install the plastic or metal.

Measure the corners and cut the piece to fit, using Tin Snips. If you have a corner that is longer than the piece you have and need to use more than one piece per corner, do not overlap them, "butt it up". Put them as close together as possible and follow the instructions below.

Bull Nose: There are two ways to install this type.

1 - gluing: these are spray adhesives. The best one recommended is Corner Bead Spray Adhesive. Use according to manufacturer Instructions. Spray the adhesive on the entire inside of your cut piece. Put it on the corner and apply pressure in the middle, working upward with one hand and downward with the other. Making sure there are no bumps or bubbles on the edges. Allowing to dry over night gives that added assurance that when you are mudding you know your not going to get it under the sides and won't have a fix-it project to do later because it lifted.

2 - nailing: the best to use is regular sheetrock nails at an inch and 1/8 to inch and 1/4 . Put your cut piece on the corner and put one nail in the center of the corner bead on each side. Working upward first then downward put a nail in at about 2 inches apart. Make sure the edges do not lift. If its does, put a nail in where it is lifted. You can start mudding immediately afterward.

Standard Square: There are three ways to install this type.

1 - gluing: same as above

2 - nailing: same as above

3 - crimping: Please note: you cannot crimp the plastic. Put your cut piece on the corner and put the crimper in the center first. Apply pressure to the crimper and hit it with the rubber mallet. This style pinches the corner bead to the corner by pinching both sides simultaneously. Work upward first then downward. Once it's all crimped, check for any lifting. If there is lifting crimp down the part(s) that are lifted. You can start mudding immediately afterward.

When men's nose and eyes are so against the sight of dead flesh how can it be considered the natural food for people unless it is mixed together with the flavors of spices, sugar and salt? On the contrary we find sheer delight in the fragrance and sight of fruit that it makes our mouth water. The same may be said with grains as they possess a pleasurable taste and odor; these observations infer man was not intended to be carnivorous but frugivorous.

Lets face it, if man was carnivorous our teeth would have canines at a striking length, pointed and very smooth to grab the prey. In contrast our molars would not meet but would fit close and side by side for separation of muscular fiber. When we examine the teeth in men and see the formation of their teeth, we see that there is no resemblance to the teeth of a carnivore nor the teeth of omnivorous or the teeth of the herbivorous but exactly resemble the teeth of the fruit-eating frugivorous. By close examination of the digestive canal of carnivorous animals, we find that the bowels are up to 3 or 5 times the length of their whole body. The herbivorous has bowels 20 to 28 times their body length and in frugivorous animals it is 10 to 12 times their body length.

The same type of formation as in man which are 3 to 5 times its length. We are told by the masters that incorrect measuring from the soles to the crown and not from the anus to the mouth, has drawn incorrect conclusions. Taking in all this information, the only conclusion is that in all probability man is a fruit eating animal. Natural living is recommended and to fully understand what this means we must analyze what unnatural is. Our lives depend on the correct selection of dwelling, foods we eat and the company we keep. The animals use their instincts with their organs of smell, taste, sight, hearing and touch in their selection to help themselves.

However, in the organs of man we find so much perversion of the organs due to unnatural living starting in babyhood it is almost impossible for man to rely on their own judgment when choosing what is right to eat. Natural foods consist of fruits and vegetables, a variety of grains, roots, pure water and milk. When well chewed and then mixed with saliva these foods are assimilated very easily in the digestive system. But unnatural foods are foreign to man's system and do not assimilate properly when entering the stomach.

Unfortunately when these substances are mixed with blood, they accumulate in the organs and excretory because man's organs are not properly adapted to them. When foods are not properly secreted they attach themselves in crevices and tissues from gravitation and ferment causing diseases which leads to an early death. In summation we find that natural living calms the passions in man. When men have a clear understanding a natural diet is nonirritating, they will gain a mental calmness favorable to their activities. Many finally wake up frightened by bad news from a doctor and are ready to take the first step and give up eating red meat which also includes lamb, pork and veal. It is wise to substitute eating red meats with chicken, fish or turkey. Tapering off red meat is very difficult, it is like trying to quit smoking for some. It is better to just stop cold turkey than trying to wean yourself off this deadly habit.

You must conquer your fears. Fear is nervousness itself and the very thing you are afraid of you will attract. From early childhood we are trained not to fear things and psychological studies tell us that most pains in the body would be greatly lessened and actually disappear altogether if a child was brought up fearlessly. But because of past incarnations you will see some very fearful children who have brought with them these fear complexes from their subconscious mind even though these children are not children but old souls of countless past lives. Although these children are all given a fresh start in every new incarnation, they still bring with them some unwanted excess baggage of attachments and habits very well covered up and with latent phobias from the past they can become chronically terrified for no apparent reason.

Some thought or word can trigger this dread reaction that is deeply buried within the subconscious mind. If you are a parent never instill fear in your children. Never use scary stories as threats to correct the behavior of your child because you can impair their outlook on life and create such nervousness as to paralyze their everyday progress. You can embed a sense of caution instead of fear. Teach your children and yourself to fear "fear." Thoughts are powerful mental vibratory designers and whatsoever you intensely think of comes to pass. The fear you dwell on creates a mental image that begins to manifest as the very same mental image you are afraid of. When you continually have the fear of accidents they are more likely to happen as that fear paralyzes your nerves. Your mind will be more troubled with worry than with caution and instead of doing things right you will attract the misfortune you fear the most.

Many people have been healed by removing fear from their minds. Many diseases can be cured by healing through fearlessness and just as the pendulum swings the other way, people can be scared to death as was noted in World War II as in severe cases from dire fear the heart has stopped and the hair turned white. Unfortunately mental healing is not an easy thing to do, that is why the masters tell us that those who have not mastered their minds should keep on conditioning themselves and take physical aid. Most attempts to heal by mind power do fail as the mind continues entertaining fear. The mind cannot control the mind.

The life force in the body is the ultimate factor for good health and when that stream of energy is impeded or obstructed because of worry and tension the nerves cannot transmit those impulses by which the body's vital immunity and other activities are coordinated. All life's energy in the body is controlled by the mind and when the mind is filled with anxieties, worry and fears the stream of energy becomes paralyzed resulting in ill health.

There is a mental, chemical or physical approach in treating diseases. The majority of people use the physical approach using drugs and surgical procedures. There are many serious illnesses medical science cannot heal. When the mind is convinced that it has power over the body, the mental approach to a cure is much more effective. However when you are affirming mentally that you are not sick but well, you must not have any doubts in the background. Did you know that fear pictures subconsciously the disease you dread the most creating a very favorable atmosphere in the body to sustain and keep viruses and germs alive? We then look to the unlimited Power of the Maker of our body for assistance and solace. No matter how brilliant and invaluable your idea, it is worthless unless you can share it with others. For this reason, effective communication is crucial at every level of an organization. However, the ability to communicate effectively does not come easily to many people, and it is a skill that requires practice.

We begin practicing our communication skills even before we learn to walk. A newborn child communicates by crying, but it slowly learns to mimic its parents' speech. Eventually, the child discovers that certain speech patterns elicit different responses; one of the joys of parenting is trying to decipher the meaning behind certain "words." Does "baaaaaw" mean that the baby wants his ball, his bottle, or his blanket? Slowly, through trial and error, the child learns to manipulate sounds to get what it wants, and as the child develops, this active oral practice leads to more nuanced and fluid conversations. In short, the child learns effective communication.

To effectively communicate a complex idea, however, requires skills beyond elementary conversation. There are two golden rules to remember and follow.

Golden Rule #1: Organize thoughts in your mind before sharing them with others.

One idea often prompts a torrent of others. In order to share your ideas, you must first shape them coherently. Organization is important, because it creates a pattern for your listener, allowing him or her to grasp the larger picture intuitively. This allows the listener to focus on the details of your message, without struggling to understand how you went from Point A to Point B.

As a thought experiment, imagine that a colleague has asked you for directions to the airport. Write them down. Your directions will probably look something like:

* Drive west half a mile on Aurora.

* Take a left on Madison.

* At the third light, turn right and follow Dexter for 2-3 miles.

* Get on the interstate, heading south.

* Etc.

Now, with a pair of scissors, cut each line of instructions into a small strip of paper. Jumble the strips up and arrange them in a completely random order, then give them to your colleague. Even with mixed-up directions, s/he should have no trouble reaching the airport, right? After all, your directions are complete and accurate. Not a single step is missing.

The problem, of course, is that your directions are also completely unorganized, rendering them useless. Your colleague will find it impossible to focus on your message itself, because he or she will struggle to follow your message's structure (or lack thereof).

Golden Rule #2: Communication is collaborative, not competitive.

Thrusting your idea on others mars the beauty and integrity of conversation. Communication is in some ways like a dance; each partner plays off the other, basing his or her steps on the other person's, while simultaneously maintaining a certain amount of individuality.

Communication is a two-way process involving an exchange of ideas. If you try to make it one-way, you prevent this exchange and will eventually frustrate the other person. You may also frustrate yourself, if you read the other person's lack of verbosity as disinterest in the conversation, rather than an inability to get a word in.

The hallmark of effective communication is the coherent verbal projection of your ideas, so that your listener receives the message that you intend to send. By observing these two rules, you will reduce miscommunication and misunderstandings.

Preventing Damage in Long Supply Chains

Damage caused to goods and other assets in the supply chain is ubiquitous. The fact that it has always been a major problem and the sheer scale of the problem seems to have a curious affect on us. We treat it rather like a mile-high mountain that should be circumnavigated rather than climbed. We conjure up procedures and financial devices that effectively write off the problem - and the vast cost. This is understandable where solutions are either non-existent or insufficient. Why climb the mountain when the cost is greater than going around it?

Precious Assets

With many governments putting inflation control measures to one side in order to get cash flowing again, we all know what is coming over the next couple of years: money will lose some of its value and physical assets will become relatively more precious to us. It surely is time to look again at how we can better look after these precious assets.

This is a relatively simple thing to achieve in a stand alone business that is not part of a long supply chain (I said simple, not easy!). For those in long supply chains, things are more complicated. Asset flowing through the chain are controlled by a handover from one chain member to the next. Systems are in place to track those assets and ensure that the right party is billed. Then there is the damaged box that spikes the system.

Quality Control

How do long supply chains deal with damaged goods at the moment? That, of course, depends on the type of chain, type of goods and, most importantly, the dominant partner in the chain (there usually is one) which tends to gain the most - and potentially lose the most - from the activities within the chain. The dominant partner will tend to call the shots when it comes to dealing with damage. You may think that the best policy is to have a strict quality control function that checks goods coming in to each chain partner. Thus, when a damaged box is received the assumption is made that the previous chain partner caused it (if they let it come in to them from the previous chain partner, the culpability amounts to the same thing - they are responsible). So, job done: attention to goods inwards quality control will result in all parties taking a proportionate share of responsibility for damage. Not so fast. This is only one of many models that long supply chains will use to regulate damage. Too much reliance on quality control in a long supply chain may be wasteful as it would involve hoards of quality controllers pulling loads apart (you usually can't see what is in the middle of a pallet of goods) in order to seek out damaged products, resulting in a duplication of effort.

Quality Assurance

In another model there may be a "get it right first time" philosophy where the emphasis would be on quality assurance rather than quality control. This would involve all parties having demonstrable systems in place that will bring the likelihood of failure down to a miniscule percentage. This can work well when the systems being policed are predictable and regular. For example, if automated loading/unloading systems are being used, then quality assurance procedures can be employed to mitigate the possibility of damage as the system is programmable and each physical movement can be predicted. However, much damage is caused by that most random element - the human being. Quality assurance systems will respond to this through training, disciplinary measures and incentives. All good stuff, except that humans will still be humans. Certainly training, discipline and incentives go a long way. However, as stated, humans will be humans. In any case, prevention can also be wasteful as it inevitably involves spending money on members of the team that were perfectly OK in the first place. A good analogy can be found with health: isn't preventing sickness preferable to treating it? Possibly it is, but it involves checking up or educating perfectly healthy people. This supply chain model may simply swap wasteful preventative measures for wasteful quality control measures without any guarantee for success.

Charge-Backs

In yet another model, the dominant chain partner will simply allocate cost for damages to whichever partner or partners in the chain they hold responsible. Sometimes known as a charge-back, this often involves the party near the end of the chain - and often the end user - flagging up the damage problem and then an automatic financial penalty allocated to those that are deemed to be at fault. This system may not require much quality control nor much quality assurance. However, it does rely on bolting the stable door after the horse has bolted and it often results in the end user - the ultimate customer - carrying out the quality control function which will surely have unhealthy consequences for the whole supply chain over time.

So what is the best model to use in a long supply chain? The answer is, all of them! Or, to be more accurate, a mixture of them. No one system is a cure-all. Beware of anybody who claims to have the panacea to damages.

Culture

The starting point is culture. That is, a culture where members of the team, at all levels, understand how precious assets are, whether the belong to their own company or to a third party. How this is instilled is a horses-for-courses matter. In some companies, financial incentives directly linked to damage may be possible and appropriate. In others, a wider sweep may be required. It may be a matter of having a decent share ownership scheme where the team have a general interest in looking after assets. This works less well the larger the company is and the more diluted the shares are. This does not work at all where a large proportion of staff are from external agencies. Whatever the hurdles, the culture must be got right first.

QC Versus QA

When it comes to quality control (QC) versus quality assurance (QA), a balance must be struck between the two. For too long, businesses have lurched from QC to QA and back again when the answer has always been in between the two of them. I remember a company that was suffering from severe damage problems. When the head of the QA function was invited to inspect the damage he replied that he didn't need to because the QA systems reported no problems. There were no gaps in the system. Failure was not possible. Unfortunately has was stuck in the bureaucracy of his QA systems and forgot about the real world.

In truth, a good, even limited QC function, will feed the QA function so that systems can be developed and mitigation can be improved. In theory, improved QA will lead to less reliance on QC. However, there can never be NO QC. This function may diminish with success (NB always promote good QC people to QA), but it will never diminish to zero. This is especially true of long supply chains where it is important to allocate blame (and therefore costs) to the member of the chain that caused the problem. It may be reasonable to allocate the lions share of responsibility for damage to the supply chain partner with inadequate QA systems but once those QA systems are up to an acceptable standard and the playing field has been levelled, the QC function will then be needed to allocate blame and costs.

Real Time Common Sense

The final ingredient is what I will call real time common sense. Once you have a healthy culture and you have a state-of-the-art quality system in place, encompassing the best QC and QA procedures, you will need to regularly review things. It is very easy for any supply chain to get itself caught up in the red tape of its own procedures. Occasionally you may need to shake things up. There will need to be occasionally rebalancing of the QC versus QA resource, as discussed above but more than that, take a look at what is actually going on. Take a walk through a few production sites, distribution centres or retailers. See for yourself what is happening. You may find that you have created a lot of worthy pen-pushers and box checkers that are all working to a tight system when you see damage happening right in front of you that nobody has spotted. That's the thing about quality. QC deals with the problem after is has happened. QA deals with it before it has happened. What about the middle bit? Who is there when it actually does happen?
